Zapada? Post-Zapad? (Enver HALILOVIĆ)
Rijetke geostrateške teorijske postavke o
početku kraja Zapada, o Post-Zapadu, koje su se pojavile nakon evropskog
neslaganja s američkim napadom na Irak (2003.), sada su vrlo rasprostranjene
i proširene. Njihova ilustracija je formiranje dva vojna saveza na zapadnom
Balkanu u mjesec dana, savez Hrvatska-Albanija-Kosovo i savez
Srbija-Mađarska- Slovaćka. Prikriven rusko-srpski, posebno Ruski, politiki
interes je prikazati krah i nepostojanje EU na novoj mapi interesne podjele
svijeta u povodu američkih unilateralnih mirovnih razgovora o završetku rata
u Ukrajini iz kojih Rusija najavljuje sebe kao ratnog pobjednika, američkog
povećanja carina na uvoz iz Evrope, američkih zahtjeva prema evropskim
zemljama članicama NATO-u za finansiranje svojih oružanih snaga itd.
U novoj viziji preustroja svijeta bez Evrope,
Bosni i Hercegovini se natura, direktno ili indirektno, neka neevropska strateška orijentacija. S
jedne, rusko-srpske strane, Bosni se nameće rusko-kineska, istočna varijanta,
napuštanje evropskog puta, a s druge, hrvatske strane, evropski put Bosne
uslovljava se novim narodnosno-teritorijalnim izbornim zakonom koji
produbljava narodnosnu podjelu FBiH i koji reanimira Herceg Bosnu.
Imajući u vidu, s jedne strane, realne naučne,
tehničke, privredne, demografske, geostrateške, kulturne i brojne druge
potencijale Evrope koji je čine realno perspektivnom svjetskom silom, a, s
druge strane, geografsku, historijsku, političku, kulturnu itd. pripadnost
Bosne i Hercegovine Evropi, nema nikakve sumnje da za Bosnu i Hercegovinu
nije orijentacija niti Rusija-Srbija-Kina, niti narodnosno-teritorijalno
podijeljena FBiH, odnosno podijeljena BiH u EU.
U ovom momentu, za BiH je vrlo bitno, ne na
koju stranu nove svjetske podjele svijeta će se odlučiti, već koliko
kvalitetno, manje kojom brzinom, će se što više, u svakom pogledu,
integrirati u nove historijske tokove, pravno političke i društvene vrijednosti
Evrope.
Imajući u vidu, nespojivost narodnosnocentrizma
s evropskim političkim i
civilizacijskim vrijednostima i standardima svakodnevnog života,
zabrinjavajuće je insistiranje rukovodstva Hrvatske i HDZ-ea BiH na uvođenju
narodnosno-teritorijalnog principa izbora člana Predsjedništva BiH iz
bosanskog hrvatskog naroda kao uslova Hrvatske saglasnosti ulaska BiH u EU.
Neustavne izmjene izbornog zakona BiH samo jačaju politička etnoteritorijalna
diskriminacija u BiH i umjesto da se BiH približava, udaljava se od EU.
HDZ BiH zloupotrebljava aktuelnu krizu vlasti
na nivou države BiH. U odnosima sudskih institucija i sigurnosnih agencija
BiH sa secesionističkim rukovodstvom entiteta RS, HDZ je na strani srpskog
separatizma. Hrvatska odbija da uvede sankcije separatističkom režimu RS
priznajući RS, a ne BiH za susjeda. Zbog toga je notorna laž i danajska
prevara koju lansira rukovodstvo Hrvatske da put BiH u Evropu vodi preko Hrvatske. Istina je, u ovom
historijskom momentu, da put Bosne
i Hercegovine u EU vodi preko Hrvatske isto toliko koliko i preko
Rusije ili Srbije.

U
ovom svijetu u kojem se sva Europa sprema za krize i rat sa Rusijom ne možemo
sebi priuštiti da mirno sjedimo. Pogotovo, što je iza nas jedno teško ratno
iskustvo. Danas nam treba velika hrabrost da se suočimo sa takvom realnošću.
„Krug
99“ želi upozoriti na krizno stanje sigurnosti u zemljii, sugerisati
konkretne mjere pripravnosti.
Jedna
epoha je gotova a, nastupila je nova epoha. Umjesto „post-konfliktnog“ mi,
upravo živimo u vremenu „pred-konfliktnog“ društva. Nalazimo se pred novim
krizama, promjenama, konflagracijama. Završeno je sa konceptom dogovora naroda. Toga više nema kao
politički pokretne snage. Umjesto da nas učini sigurnijim ovaj, konceptsvakim
danom čini nas slabijim. Nalazimo se u novim
realpolitičkim okolnostima.
Podsjetimo,
izvan zemlje su pokrenute inicijative za formiranje dva vojna saveza: „trojna
inicijativa“ Hrvatske, Albanije i Kosova i, nova„pro-ruska“inicijativa o „vojnom
savezu“ Srbije, Mađarska, Slovačke i entiteta Republika Srpska. Ovi savezi predstavljaju prijetnju opstanku BiH i, u dobroj mjeri
podsjećaju na neko “predratno usklađivanje” po principima golog realizma.
BiH
se nalazi u vojnom okruženju suprotstavljenih tabora. Produbljava se
nepovjerenje i raste nesigurnost u zemlji. NATO i EU kao ključni globalni
garanti opstajanja BiH, učinjeni su manje relevantnim za sigurnost. Naša
velika zabrinutost je u tome što ove organizacije ne pokazuju sposobnost da
preuzmu punu kontrolu nad ovim savezima u kojima se nalaze njihove članice.
Poruka
EUFOR-u: Potreban nam je vaš kredibilan dokaz da imate opertivnu snagu da
pošaljate jasnu i nedvosmislenu poruku Miloradu Dodiku i njegovim
zaštitnicima. Zabrinuti smo da ste neadekvati za obim I stepen postojeće
krize. Ili, pak, nemate dovoljno snaga za kredibilnu poruku ili, nemate jasnu
politiku. Stanite u Brčko. Dajte nam mentalni prostor za novu viziju zemlje. Dodik
crpi političku snagu iz ovih slabosti kao i vojnog saveza sa Orbanom i,
saveza sa Čovićem.
Građani
su duboko uznemireni, osiromašeni, a
zemlja je pretvorena u politički jad i bijedu. Vodi se perfidni rat ekonomske
i finansijske pljačke zemlje. Na vrhuncu smo dehumanizacije jedne narodnosne
grupe. Bošnjaci se nazivaju podljudima koji žive u jazbinama. U toku je žestoki propagandni rat informacijama u
kojem su građani lišeni informacija o pravim korijenima I dubini krize. Guši
se vizija ili ideja za normalnu BiH.
Prijeti se fizičkom likvidacijom najistaknutijim nosiocima ideje za normalnu
BiH. Stranovništvo se svjesno osiromašuje. I, oduzima svaka nada kako bi se
što lakše gurnuli u rat u korist jedne
političke elite. Sa svih strana je pokrenut proces urušavanja institucija
BiH.
Prethodna
pandemija kao i, katastrofa u Jablanici pokazala je da smo suočeni sa
disfunkcionalnim sistemom. Demonstrirana je potpuna nesposobnost i odsustvo
odgovornosti vlasti u brizi za sigurnost, živote i imovinu građana. Suočeni
smo sa odsustvom liderstva, znanja i hrabrosti u zemlji. Guši se svaki
patriotizam.
Pripravnost
građana BiH ne može biti oblikovana naovim starim i propalim političkim
konceptima.
Mi ne
možemo i ne smijemo mirno sjediti u takvom svijetu. Neophodan je naš
angažman.Mi smo u novom sigurnosnom okruženju. Niko se neće brinuti o nama
ako sami ne budemo organizovani, i pripremljeni za velike krize koje nas
čekaju.

The End of the West?
Post-West? (Enver HALILOVIĆ)
Rare
geostrategic theoretical propositions about the beginning of the end of the
West, about the Post-West, which appeared after the European disagreement
with the American attack on Iraq (2003), are now very widespread and
expanded. Their illustration is the formation of two military alliances in
the Western Balkans in a month, the Croatia-Albania-Kosovo alliance and the
Serbia-Hungary-Slovakia alliance. The hidden Russian-Serbian, especially
Russian, political interest is to show the collapse and non-existence of the
EU on the new map of the division of interests of the world on the occasion
of the American unilateral peace talks on the end of the war in Ukraine from
which Russia announces itself as the war winner, the American increase in
tariffs on imports from Europe, the American demands towards the European
NATO member states for financing their armed forces, etc.
In
the new vision of the restructuring of the world without Europe, Bosnia and
Herzegovina is being forced, directly or indirectly, into some non-European strategic orientation. On
the one hand, the Russian-Serbian side, a Russian-Chinese, eastern variant is
being imposed on Bosnia, abandoning the European path, and on the other, the
Croatian side, Bosnia's European path is being conditioned by a new people-territorial
electoral law that deepens the people division of the FBiH and reanimates
Herceg Bosna.
Considering,
on the one hand, the real scientific, technical, economic, demographic,
geostrategic, cultural and numerous other potentials of Europe that make it a
realistically promising world power, and, on the other hand, the
geographical, historical, political, cultural, etc. belonging of Bosnia and
Herzegovina to Europe, there is no doubt that for Bosnia and Herzegovina, the
orientation is neither Russia-Serbia-China, nor an peopleally-territorially
divided FBiH, or a divided BiH in the EU.
At
this moment, it is very important for BiH, not on which side of the new world
division the world will be decided, but how well, less at what speed, it will
be integrated as much as possible, in every respect, into the new historical
trends, legal political and social values of Europe.
Bearing
in mind the incompatibility of ethnocentrism with European political and civilizational values and
standards of everyday life, the insistence of the leadership of Croatia
and the HDZ of BiH on the introduction of the people-territorial principle of
electing a member of the Presidency of BiH from the Bosnian Croat people as a
condition for Croatia's consent to BiH's entry into the EU is worrying.
Unconstitutional changes to the BiH electoral law only strengthen political
ethno-territorial discrimination in BiH and instead of BiH getting closer, it
is moving away from the EU.
The
HDZ of BiH is abusing the current crisis of power at the state level of BiH.
In the relations of the judicial institutions and security agencies of BiH
with the secessionist leadership of the RS entity, the HDZ is on the side of
Serbian separatism. Croatia refuses to impose sanctions on the separatist
regime of RS by recognizing RS, not BiH, as a neighbor. That is why the
notorious lie and the Danish deception launched by the Croatian leadership
that BiH's path to Europe runs through Croatia is a blatant lie. The truth
is, at this historical moment, that Bosnia
and Herzegovina's path to the EU runs through Croatia as much as it does through Russia or Serbia.

In
this world where all of Europe is preparing for crises and war with Russia,
we cannot afford to sit still. Especially since we have a difficult war
experience behind us. Today we need great courage to face such a reality.
"Circle
99" wants to warn about the crisis situation of security in the country
and suggest concrete preparedness measures.
One
era is over and a new era has begun. Instead of "post-conflict" we
are living in the time of "pre-conflict" society. We are facing new
crises, changes, conflagrations. The concept of people's agreement is over.
It no longer exists as a politically mobile force. Instead of making us
safer, this concept makes us weaker every day. We are in new realpolitik
circumstances.
Let
us recall that initiatives have been launched outside the country to form two
military alliances: the “triple initiative” of Croatia, Albania and Kosovo
and the new “pro-Russian” initiative on a “military alliance” of Serbia,
Hungary, Slovakia and the entity of Republika Srpska. These alliances pose a
threat to the survival of BiH and, to a large extent, resemble some “pre-war
harmonization” according to the principles of naked realism.
BiH
is in a military environment of opposing camps. Mistrust
is deepening and insecurity is growing in the country. NATO and the EU, as
key global guarantors of the survival of BiH, have been made less relevant
for security. Our great concern is that these organizations do not
demonstrate the ability to take full control over these alliances in which
their members are located.
Message
to EUFOR: We need your credible evidence that you have the operational strength
to send a clear and unambiguous message to Milorad Dodik and his protectors.
We are concerned that you are inadequate for the scope and degree of the
current crisis. Either you don't have enough strength for a credible message
or you don't have a clear policy. Stop in Brčko. Give us the mental space for
a new vision for the country. Dodik draws political strength from these
weaknesses as well as from the military alliance with Orban and, the alliance
with Čović.
Citizens
are deeply disturbed, impoverished, and the country has been turned into
political misery and misery. A perfidious war of economic and financial
plunder of the country is being waged. We are at the peak of the
dehumanization of an people group. Bosniaks are being called subhumans who
live in dens. A fierce propaganda war with information is underway in which
citizens are deprived of information about the true roots and depth of the
crisis. The vision or idea for a normal BiH is being stifled. The most
prominent bearers of the idea for a normal BiH are being threatened with
physical liquidation. The population is being consciously impoverished. And,
all hope is being taken away in order to be pushed into war as easily as
possible in favor of a political elite. The process of collapsing the
institutions of BiH has been initiated from all sides.
The
previous pandemic, as well as the disaster in Jablanica, has shown that we
are faced with a dysfunctional system. The complete incompetence and lack of
responsibility of the authorities in caring for the safety, lives and
property of citizens has been demonstrated. We are faced with the absence of
leadership, knowledge and courage in the country. All patriotism is being
stifled.
The
preparedness of BiH citizens cannot be shaped by these old and failed
political concepts.
We
cannot and must not sit idly by in such a world. Our engagement is necessary.
We are in a new security environment. No one will take care of us if we
ourselves are not organized and prepared for the major crises that await us.
